Lighting bug in Doom 64 EX?

Whenever I use the Sector_CopyLightsAndInterpolate macro command to change the lighting of a sector in Doom builder 64 it appears that the lighting setting of other sectors are often changed as well for what seems like no reason, even if they aren't tagged. Is this a bug?

I've found it to be inconsistent too. The main idea with D64 is to keep doing things and trying alternate methods until it works. Also, it's a good idea to download some levels and look at how other people have constructed things.
