Is Doom based on Starship Troopers/Heinlein?

You know what else was influenced by Heinlein? The 1979 animated series "Mobile Suit Gundam."

Yes.

Starship Troopers is a very, very famous sci-fi novel. If you ever wondered where armored suits come from, ST is its source.

The Halo FPSes also take inspiration from there, too.

Doom is based on Aliens, and D&D, with some minor inspiration from Star Wars (STAR textures), Evil Dead (chainsaw and boomstick), id's very own Wolfenstein 3D (the chaingun that's not actually a chaingun), etc.

But not Starship Troopers, at least not directly. (The indirect inspiration through Aliens is there to some extent.)

The Doom novels were supposedly in the spirits of the space drama Starship Troopers. I think that was mentioned on the back cover if I remember correctly.

Just as far as the "space marine" concept goes, which can be said of countless of other Sci-Fi works since then (don't forget, the Starship Troopers novel came out in the 1950s). For the rest, there's none of the political overtones of the novel, or even an application of the powered armor concept, widely considered pioneered by Heinlein.

There miiiiight be a slight hint at a dystopian/corporate/militarized future, what with Doomguy being ordered to shoot on civilians and whatnot, but that's not saying much: most depictions of the future do that, too. Even Robocop.

By "armored suits" do you perhaps mean something else?
