Well, some countries have their own Doom forums where everyone knows each other well and it makes sense that they want to work together rather than with outsiders. So usually it's not even so much about geography as it is about a group of friends just having fun. For example, Russian projects usually also have Belarussian and Ukrainian mappers because they hang out on the same forum. Also some French projects have Russian mappers. :))

Me and Dragonfly were planning to start one recently, with possibly some involvement from purist because it was his idea in the first place, but we only got some of the project outline down. Can't speak for Dragonfly but there were like half a million community projects being started up when we talked about it so I personally didn't think the forums needed yet another one, but it seems to be dying down a bit so maybe we'll get started up officially soonish.
