I did construct my own midi to replace D_EVIL, but i'm not sure if I should release it considering it's just a mashup of all the midis from the base NRFTL with "no rest for the wicked" (and even a reference to world spear in the bass at one point).

You'll have to put the midi's in the Music folder, edit the MAP info and Master Levels Library, recompile the library settings in the ACS folder (right click MasterLevelsLibrary.txt after editing it, go to scripts, and then click "Compile ACS")), and then replace the MSTRLVLL.o with the new file.
