are skulltag's bonus enemies public domain...

...for use in wads if credit is given for a port like zdoom as extra enemies?

is everything beyond levels public domain if credit is given for that matter? like if someone had an idea and just wanted to shop older wads for spare parts as long as the end-user-license type deal at the end says that "authors MAY"?

You can find most (if not all) of them on Realm667, so yes the Skulltag enemies can be used outside of Skulltag. :)

Not necessarily, there are a lot of resources that have been "borrowed" from other games and elsewhere. Their usage in Doom wads is either small-scale enough to fly under the radar or is tolerated so long as nobody's making money from them. You don't need permission to use content that's been released as public domain, however, being given permission to re-use copyrighted content doesn't grant you the right to re-license it as public domain.

edit: just the non-level portions I mean, then tell where everything came from and where to get it?

Nothing is public domain unless the author explicitly states "I release this to the public domain". Even if you include credit.

Some WADs have permission statements that allow you to reuse material. This is not public domain (which is a special legal term) but may be enough for what you want to do. Read the text file and look for something like this (but read carefully):

Authors MAY use the contents of this file as a base for modification or
reuse.  Permissions have been obtained from original authors for any of
their resources modified or included in this file.

The Skulltag enemies are all modified Doom graphics, though, so I doubt that whoever made the color changes can claim any real copyright to them.

They most likely fall under the original Doom license which allows reuse as long as it's for the game they are taken from.
