I say enable the img tag all the time but put on a regulation. Like no images past a certain height or width in the signature (or face punishment) and no more than 2 images per page per person or something.

Everyone's being stupid and putting up tons of pictures now 'cuz they're all repressed and shit. With a little responsiblity and trust this could work out.
