Basically anything you feel comfortable working with. Preferably something that supports loading the Doom palette so you won't get artifacts when your graphics get converted into the palette (if you use the palette when drawing).

If you'll notice, the main doomworld page has a navigation box on the right side. There is a page called "Utilities" which has a lot of good stuff.
