Need tool for recording DOOM videos from lmp files

In the prboom plus usage file it says I need three tools to record videos, and one of them is "h264 video encoder" and when I try to go to the site x264.nl it just shows up some BS youtube video =/ So where do I get this tool, or does anyone have it and can upload this for me?

I have some problems with the palette during recording. Look on https://www.youtube.com/watch?v=h4oaesKWP5k

at 7:13 when I get the blue key, the "item pickup" palette sticks for a very long time.

then at 10:14 when I use a rocket boost the "pain" pallete also stays for a long time.

Note that I have the pain palette on yet most of the time it doesn't show.
