There were probably several wads being made by groups of doomers, both online and in person, throughout early 1994. It would be very tough to say which is the true first "community" was. It seems to be that back then, the community wasn't even like "a handful of doom forums plus doom servers and ports", it was literally just bunches of people all over the world who liked Doom essentially. There were small communities everywhere on BBSes and stuff rather than the (somewhat) more uniform thing we think of as the doom community today. Even now there are subsections but way back when there was little to bridge the gap between groups of doomers. That stuff all took a few years to truly develop.
